Richmond International Raceway Teams with Law Enforcement Agencies to Continue Disabled Parking Permit Enforcement Program

Due to the widespread misuse of disabled (handicap) parking permits in the past at Richmond International Raceway events and a successful program launch at the 2005 races, law enforcement agencies will again aggressively monitor and enforce proper use of state-issued disabled parking permits.

During the May 2-3 NASCAR doubleheader weekend at Richmond International Raceway, state and local law enforcement officers will once again require all disabled parking placards, windshield placards and license tags users to show proper documentation or identification prior to entering disabled parking lots.

"Enforcement of these laws has led to more parking being available for our guests who truly need it," said track president Doug Fritz. “Fans should expect that the continued enforcement of this program will result in an even greater reduction of abuse of illegal handicapped placard use.”

Fans should be aware of the following:

  • According to Virginia law, unlawful use of a parking permit is a Class Two misdemeanor. The law, in part, reads “Fraudulent use of a disability placard or license plate will result in up to six months in jail and a fine up to $1,000.”
  • Refusal to cooperate with law enforcement officers implementing this program can result in removal from the property.
  • Guests CANNOT use a disabled parking permit unless the person to whom it is issued is the driver of or passenger in your vehicle.

Fans with disabled placards must also follow these rules:

  • The permit must be hung on the rearview mirror when the vehicle is parked in the disabled parking area.
  • Both sides of the parking permit must display valid decals (month/year and driver's license number).
  • Parking permit number must be displayed toward the front of the windshield.
  • Disabled license plates may be used in lieu of a parking permit.
  • Law enforcement officers at Richmond International Raceway will be checking permits issued by all U.S. states and Canada.
